A $14.3 million plan to demolish three buildings constructed in the 1920s to make way for a 40m high tower has been approved by the City of Melbourne.

A former motorcycle store and buildings at the top end of Elizabeth St will be transformed into a “vertical retail building’’ after winning council support.

The former Peter Stevens Motorcycles building at 337-339 Elizabeth Street will be fully razed for construction of the tower by Chinese developers The Longriver Group.

Heritage protected properties Cassells House at 341-345 and 347 Elizabeth St will be partially demolished to make way for the 10 storey plus two basement development.

But the heritage facades of 341-345 and 347 Elizabeth Street will be protected, with their original shopfronts to be reinstated.

The developer’s application to council said the three buildings in the north west section of Elizabeth St, opposite Melbourne Central, would be transformed into one 7,099 sqm retail and entertainment space.

“The vision for Cassels House is one of a new retail model for Melbourne,” it said.

“It has been guided by observation and precedent within Melbourne as well as other cities.

“The project aims to introduce an adaptable, vertical retail building that will accommodate a range and variety of uses and spaces for the present and future.”

And a glass atrium on the south eastern corner of the site would “display the ‘event’ of the building to pedestrians at street level.’’

Plans for the Japanese inspired retail and restaurant development granted a planning permit by7 council include a three storey podium and outdoor terraces at levels three and nine.

The glazed atrium above the main entrance “is a key component of the design, tying each level and tenancy of the building together while exposing the theatre of people moving through the building.’’

The developers said making the site a “vertical retail destination’’ responded to “market demand and the future of retail while making a positive reference to the history of Elizabeth as a shopping strip.’’

Construction is expected to be finished next year.

The developer paid $31.5 million for the buildings last year.
