"Global Times" published a signed article "Eight Questions on Transgenic Staple Food", which soon aroused strong responses from all walks of life. The general public is very worried about the serious consequences that may be caused by the large-scale introduction of genetically modified crops. For this reason, Xinhuanet interviewed General Peng Guangqian, the author of the article, the deputy secretary-general of the China National Security Forum, and an expert on strategic issues.

Xinhuanet:You said in your article that one step of truth is fallacy. Can you elaborate on this?

Peng Guangqian:I am not against genetically modified research in general. What I am opposed to is the blind introduction and spread of genetically modified genes, especially the strong opposition to genetically modified staple foods. As an emerging technology, genetically modified engineering is necessary for us to carry out research and experiments to fully understand its internal laws, seek advantages and avoid disadvantages, and make it serve humanity. But a step beyond the truth is fallacy.

Just like nuclear technology, if handled properly, it can benefit mankind, and once it loses control, it can also destroy mankind. Bacterial research is science, but using living humans to do bacterial experiments is a criminal act of Japan's Unit 731 to exterminate humanity.

Because genetic modification breaks the vertical inheritance of species that have been formed for thousands of years, and forcibly implements cross-species horizontal transfer of genes, there may not only be new opportunities, but also huge security risks, ecological risks, social risks and even moral risks.

While the safety of genetically modified crops is far from being confirmed, countries around the world have imposed strict restrictions on the commercialization of genetically modified crops, and the European Union has even implemented "zero tolerance". However, China alone is eager to issue "safety certificates" and blindly. Large-scale introduction and promotion are very puzzling.

Xinhuanet:Does the international science and technology community have different views on genetic modification?

Peng Guangqian:The international science and technology community is very cautious about genetic modification. In recent years, many serious scientists have conducted a large number of experiments to confirm the high correlation between genetically modified foods and dozens of diseases such as tumors, infertility, and embryo abnormalities.

Glyphosate alone, according to research, glyphosate at a concentration of 0.000169 micrograms/L has carcinogenic effects. However, the active ingredient glyphosate contained in Monsanto's genetically modified crops is as high as 20 mg/L (1 mg = 1000 micrograms).

As early as 2000, 828 scientists around the world urgently appealed to governments around the world to stop genetically modified crops, pointing out that genetically modified crops violated the sustainable use of ecological resources, causing our society to face an unprecedented crisis.

In 2006, 400 experts in the evaluation of international agricultural knowledge and technology for development after 6 years of research concluded that genetic modification is not applicable to global agricultural development. I don’t know if we have carried out serious analysis, objective evaluation, and scientific demonstration of the disastrous consequences that have been revealed and the repeated warnings of scientists.

What is the scientific basis for our hurried introduction? Since some people are so keen to introduce genetically modified products, why not first pilot genetically modified food in their own canteens and kindergartens, and treat 13 billion people as guinea pigs?

Xinhuanet:Is there a chain of interest here?

Peng Guangqian:We don't know what kind of public relations activities and how much the western genetically modified companies have carried out in China to open the door to China. During the "Twelfth Five-Year Plan" period alone, my country's relevant departments allocated a record 300 billion yuan for research and development of genetically modified varieties, which was 1.8 times the 166 million yuan for conventional breeding in the same period.

Driven by huge interests, the national agricultural research departments are eager for genetically modified projects, forming a one-sided situation. Supporting genetic modification has issues, funding, reputation, and benefits; if not supporting genetic modification, there will be no issues, no funding, and even suppression and threats.

After all, China is a traditional agricultural country with a history of thousands of years. Protecting, developing, and improving China's ecological agriculture level is what it means to achieve national prosperity and strength. I don't know why the relevant departments are so supportive of each other, supporting foreigners and suppressing the others, with clear love and hatred.

Xinhuanet:The United States is actively dumping GMOs to China. Why?

Peng Guangqian:The high-tech blockade, especially the high-tech blockade against China, is almost a long-term basic national policy of the United States. The only exception is transgenic technology. Not only are interest groups such as Monsanto and DuPont unusually generous and spare no effort to dump genetically modified agricultural products into China, but even the President of the United States, regardless of international etiquette, went shirtless and personally pressured China to cancel the experimental period and accept US genetically modified agricultural products.

Shouldn't we think about what's wrong with this abnormal attitude? Is this a pie or a trap?

Xinhuanet:Didn't our relevant departments realize the mystery at all?

Peng Guangqian:The competent authorities of our country should be the security guards that the people can trust. However, what is puzzling is that the health department implemented the "New Resource Food Management Measures" in July 2007 and deliberately deleted or abandoned Article 7 of the 2002 "Genetically Modified Food Hygiene Management Measures" "Food safety and nutritional quality must not be low. In response to the mandatory bottom line requirements of the corresponding original food, the safety line of defense was publicly removed, opening the door to genetically modified food.

Recently, the administrative examination and approval of “farmers breeding and planting genetically modified animals and plants” and “transit transfer of agricultural genetically modified organisms” has been liberalized.

Genetically modified rice has been illegally spread from Huazhong Agricultural University to various parts of East China and Central China for many years. So far, no one has come to stop it.

However, when the genetically modified corn "Xianyu 335" from DuPont Pioneer Company of the United States spread in China on a large scale, causing serious ecological consequences, after the investigation by the environmental protection department of China confirmed that "Xianyu 335" was indeed genetically modified corn, a certain competent authority not only Instead of taking measures to punish and curb the spread of this illegality, they conceal the truth for them and suppress the environmental protection department from publishing this important information.

I really can't think of a reason for them to do this.

Xinhuanet:Some people say that the background of those who are striving to engage in genetic modification in China does not seem to be pure. Is that true?

Peng Guangqian:This is not groundless. According to data, many active promoters of genetically modified organisms in China have backgrounds in US funding and institutional training. Many of the genetic experts in the China Genetically Modified Biosafety Committee have part-time jobs in companies that sell genetically modified seeds.

What is even more bizarre is that the head of a certain department that actively promotes genetic modification in China also serves as a consultant for DuPont, a major American genetically modified company. Not only is there a faint interest chain here, but it also violates political ethics and the "Civil Servant Law", which is not allowed by the Party Discipline and State Law.

Xinhuanet:Does genetically modified food affect the daily life of ordinary people?

Peng Guangqian:Regardless of how it is done in large Western genetically modified countries, there is a red line that he will never cross, and that is to stick to the bottom line of never engaging in genetically modified food for his staple food. Not to mention the huge potential harm of genetic modification to human health, nor to mention that the West has taken away China's huge amount of silver from the sale of genetically modified agricultural products. How can China leave the huge problem of 13 billion people to be controlled by others? Once a monopoly is formed, if the West raises food prices indefinitely as they did in Argentina, can we still afford it?

Once the world changes and the West cuts off our food supply, what will 13 billion people eat? Where is the bottom line of China's food security?

Xinhuanet:What is the significance of your proposal to establish China's "biological defense"?

Peng Guangqian:Since the founding of New China, facts have proved that no enemy can conquer us by force. However, biological weapons that kill people without seeing blood and ideological infiltration may make us lose our vigilance.

The US military once proposed that "new biological warfare agents can be used as a strategic weapon against the civilian population of an enemy country for a long time and achieve the consequences of sterilization, carcinogenesis, and health degradation of the target population." Genetically modified crops may become such weapons.

Coincidentally, Monsanto, which now sells genetically modified agricultural products to China, is the Agent Orange producer that put its production on the battlefield in Vietnam. When the West dumped opium on China, "the country has no available soldiers and the treasury has no available silver."

If genetically modified crops unfortunately become a strategic weapon, the consequences will far exceed the Opium War. It will not only poison one or two generations, but the scourge of genocide. There must be no harm to others, and no defensiveness.

As early as more than 10 years ago, the Western genetically modified countries elaborately formulated a strategic plan for "biological defense". In 2011, this plan allocated US$612 billion. We must not be too naive in the harsh international environment. Otherwise, once it causes a national disaster, it will be too late to regret! Although the world is safe, forgetting to fight is in danger. This war is not only about missiles and nuclear weapons, but more dangerous is the war without gunpowder that is going on all the time.
