Australia-Canada and other 58 countries issued a declaration condemning the detention of foreigners as bargaining chips | Australia Chinatown

路透社报导，全球58国的外交部长联合签署宣言，谴责任意拘留他国公民的国家，这项宣言没有约束性。加拿大外长贾诺（Marc
Garneau）指出，任意拘禁是令人无法接受的行为。

贾诺说：「把人从他们家人身边带走，当成谈判筹码，非但不合法，也不道德。」

Other signatories include Japan, the United Kingdom,Australia, And almost all members of the 27 member states of the European Union (EU).

Jano said that this declaration is not directed at any country.He also said that the purpose of the declaration is to put more diplomatic pressure on countries that detain foreign citizens and try to do so.

然而，一名加拿大官员表示，Chugoku、伊朗、俄罗斯和北韩拘禁他国公民引发关切，促成这项倡议行动。

在这项宣言正式发表前，中国官媒环球时报引述未具名专家表示，这项行动是侵略和恶意攻击，目的在对中国挑衅。

Canada2018年应美方要求逮捕华为财务长孟晚舟后，中国逮捕了2名加拿大公民，双方关系从此陷入紧张。加拿大谴责北京这种它所谓的「人质外交」，中国当局则坚称两者没有关联。

美国也是宣言签署国之一，美国国务院上周呼吁北京释放这两名加拿大公民，并批评中国「以胁迫为政治工具」。

Canadian officials, who requested anonymity, said the declaration may help pressure Beijing authorities.

「我们希望让他们觉得有点不舒服，我们希望他们知道有不少国家认为这是令人无法接受的行径，期盼假以时日能促成行为的改变。
